Sailing Instruction

1 Organizing Authority

The ORC International World Championship is organized by the Circolo della Vela Brindisi in conjunction with Italian Offshore Association (Unione Vela Altura Italiana - UVAI) under the authority of the Offshore Racing Congress (ORC) and the Italian Sailing Federation (Federazione Italiana Vela - FIV). The Championship is sanctioned by the International Sailing Federation (ISAF).

2 Rules

2.1The regatta will be governed by as defined in the Racing Rules of Sailing 2009 – 2012 (RRS).

The following Rules will also apply:

- IMS Measurement SystemRule

- ORC Rating Systems Rule

- ORC Championship Rules

- ISAF Offshore Special Regulations for Category 3 with life-raft mandatory in all races (Amends NoR Para 2.2).

2.2 If there is a conflict between languages, the English text will prevail.

2.3 Italian competitors shall be in compliance with the Italian Sailing Federation Rules.

(FIV cards).

Other Italian Federation prescriptions do not apply.

2.4 This Event is designated “Advertisings without restrictions” under ISAF Advertising Code, Regulation 20.

Participating boats may be requested to hoist a battle flag with the logo of the event and to apply bow number to both sides of the bow (see Annex A). The battle flag shall be flown while moored and the bow numbers shall be applied to both sides of the bow for the entire duration of the Regatta commencing immediately following final registration until one hour after the finish of the last race.

2.5 From sunset to sunrise, Part B of the International Regulations for preventing collisions at sea will apply replacing Part 2 of the ISAF 2009 - 2012 Racing Rules Sailing, in accordance with the preamble of Part. 2 of the RRS.

For the purpose of this instruction, sunset during the event is at 20.00 and sunrise at 06.00 local time.

3 Classes

The participating yachts will be divided into the following two classes according to their GPH rating (Amends NoR Para. 4):

  • Class A: will include yachts with GPH from 400 up to 597.9 (yellow flag)
  • Class B: will include yachts with GPH from 598 up to 665 (blueflag)

4 Notices to competitors

Notices to competitors will be posted on the official notice board (ONB) located next to the Circolo della Vela offices.

5 Changes to Sailing Instructions

Any changesto the Sailing Instructions will be posted on the ONB no later than09.00 on the day they come into effect except that any change to the schedule of races will be posted by 20.00 on the day before it will take effect.

It is the responsibility of competitors to acquaint themselves with these notices.

6 Signals made ashore

6.1 Signals made ashore shall be displayed from the official flagstaff located in the amphitheatre of the Brindisi Marina.

6.2 Code Flag“AP” (Answering Pennant) means: “the race is postponed”. The Warning

Signal will not be displayed before 60 minutes after “AP” is lowered. (Amends RRS Signals).

6.3 When flag Y is displayed ashore, rule 40.1 applies at all times. Amends the Part 4 preamble.

7 Programme

7.1The Championship programme will be as follows:

Inshore Race(s) means W-L courses.

7.2 No more than three (3) races may take place on Tuesday 7th, Friday 10th and Saturday 11th.

7.3 Unless postponed, the first warning signal for the first race of the day, will be given every day at 11.00

7.4 The display of International Code flag “G” on the finishing line Race Committee Boat will indicate that the next race will follow. The warning signal of the next race will be given one minute after the lowering of code flag “G”(one sound), as soon as possible after the conclusion of the previous race.

7.5 On the last day of regattano warning signal will be given after 15.00 except that the warning signal may be made after that time if the attempted start of an uncompleted race has had one or more general recalls.

7.6 Nine races are scheduled:

-offshore race which will score as two (2) races, one(1) score from the start to the first control point and the other (2) from the start to the finish

-seven (7) inshore races.

7.7 The Organizing Authority and/or the Race Committee reserves the right to modify the

above programme according to weather conditions and/or other unforeseen reasons.

8 Class Flags

As per S.I. paragraph 3:

  • Class AYellow Flag
  • Class BBlue Flag

9 The Start

9.1The two (2) Classes will have separate starts.

Races will be started in the following Class order:

  • 1st start Class A
  • 2nd start Class B

Races will be started in accordance with RRS 26.The warning signal of each Class shall be the indicative flag of each Class.

Yachts not starting shall not interfere with the starting procedure of the starting Class and shall keep clear of the starting area. Infringements may be ground for protest.

The warning signal of the following Class will be displayed at the earliest at the starting signal from the previous Class, and may also be given while other Class is still racing.

9.2 A boat starting later than five minutes after her starting signal will be scored DNS. Amends RRS A4.1.

9.3 If any part of a boat's hull, crew or equipment is on the course side of the starting line during the two minutes before her starting signal and she is identified, the race committee will attempt to broadcast her sail number on VHF channel 72. Failure to make a broadcast or to time it accurately will not be grounds for a request for redress. Amends RRS 62.1(a).

10 Penalty system

10.1  For incidents outside the Zone in inshore races, RRS 44.1 is modified by replacing “Two-turns penalty” with “One-turn penalty”.

All boats that have taken a penalty under RRS 31 or44.1 shall complete an acknowledgment form at the Regatta headquarters prior to the end of protest time.

Report of the Race Committee on OCS, except for recording mistakes, is not ground for redress (Amends RRS 60.1 b)

10.2 Boats scored OCS in offshore races will be assesed a 20% scoring penalty as defined in RRS 44.3 which shall be divided equally between the first and second parts. If the second part of offshore race is not completed the penalty shall apply in full to the first part. Amends RRS A4.2.

10.3 If a breach occurs in part 1 of the offshore race that results in disqualification, the disqualification shall apply to both parts: part 1 and 2.

10.4 If a breach occurs in part 1 of the offshore race that results in an alternative penalty, that penalty shall be equally divided between part 1 and part 2, if part 2 is completed.

10.5 A measurement penalty shall apply fully to both parts: part 1 and 2 of the offshore race.

10.6 For minor infractions of the Special Regulations and paragraphs 7.1 or 7.2 of the ORC Championship rules, or SI 17 and 21, the jury may impose any penalty meaning even no penalty.

11 Protests - Requests for Redress – Time Limits

11.1 In addition to complying with RRS 61.1, a protesting boat shall, immediately upon finishing, inform the Race Committee of her intention to protest the infringing boat.

11.2 Protest forms are available at the race office. Protest shall be delivered there within the time limit which shall be:

  • for inshore races: two hours after the last boat of each Class has finished the last race of day. The same time limit applies to protests by the race committee and international jury about incidents they observe in the racing area and to requests for redress. Amends RRS 61.3 and 62.2
  • for offshore race: two hours after protestor’s finish. If a boat finishes by night, protest can be logged from 08.30 until 10.00 the next day.
  • When unofficial results are posted after the protest time limit expires, requests for redress upon unofficial results may be lodged within 30 minutes after posting. Amends RRS 62.2.

11.3 Notices to inform competitors of hearings in which they are parties or named as witnesses will be posted:

  • for windward/leeward races within 30 minutes of the protest time limit
  • for the offshore race, within 30 minutes of the finish of all the boats involved in the protest, except that Protest notices will not be posted on Wednesday, July 8th at 20.00 until Thursday, July 9th at 08.30.

11.4 On the last day of the regatta a request for reopening a hearing held on the previous day shall be lodged within the protest time limit and for the purpose of RRS 66 and 62.2 the time limit will be no later than 30 minutes after being informed of the decision of the protest (RRS 65) or of the relevant incident (RRS 62.2). (Amends RRS 62.2 and 66).

11.5 The decisions of the international jury will be final as provided in RRS 70.5.

12 Scoring

12.1 For inshore races results will be determined by corrected times calculated by the Performance Curve Scoring.

12.2 For offshore races results will be determined by corrected times calculated by GPH.

12.3 Length of course, directions of leg and wind will be decided by Race committee and will not be grounds for redress. Amends RRS 62.1(a).

12.4 The Low Point Scoring System of RRS Appendix A will apply except the value of a first place finish shall be 0.75 instead of 1.00. Points will be multiplied by the appropriate scoring coefficient.

12.5 Scoring coefficients for inshore races will be 1.00. The coefficient for each part of the offshore races will be 1.5.

12.6 The championship is valid if at least 4 inshore races and 1 offshore race or at least 3 inshore races and 2 offshore races are completed. One discard on inshore races will be allowed if all 7 inshore races will be completed. Offshore race(s) can not be discarded.

13 Retirement, Rescue and Safety Regulations

13.1 Boats retiring for any reason in any race shall promptly report to the Race Committee. Penalty for breaking this SI will be disqualification not excludable (DNE) without a hearing. Amends RRS 63.1.

13.2 A boat forced to return ashore to a point different than its assigned mooring place atthe Circolo della Vela Brindisi or that cannot reach the Club by its own means shall inform of its circumstances immediately by calling any of the following:

- Race Committee VHF Channel 72

13.3 Any use of engine for propulsion purposes for rescuing crew, giving help or any other reason shall be reported after arrival at the Circolo della Vela di Brindisi in written form to the Race Committee stating reasons for such procedure.

14 Replacement of Crew or Equipment

14.1 The International Jury may approve crew changes on written skipper's request made no later than two hours before the scheduled time of the start of the first race of the day. The substituted crew member shall not be aboard on any other competing boat throughout the rest of the series.

14.2 Substitution of damaged or lost equipment will be not be allowed unless approved by the International Jury. Requests for substitution shall be made to the jury at the first reasonable opportunity.

15 Equipment and Measurement Checks

A boat or equipment may be inspected at any time for compliance with class rules and sailing instructions. On the water or after arriving in harbour, boat can be instructed by the Race Committee to proceed immediately for inspection.

16 Official Boats

16.1The Committee boat will be identified by the Circolo della Vela flag.

16.2 Service boats will be identified by pink flags.

16.3 The Jury boat will display a yellow flag.

16.4 Vessels used by Press, Photographers, Film Crews, VIP's, etc. are not under the

jurisdiction of the Race Committee. Any actions by these boats shall not be ground

for redress - Amends RRS 60.1 (b).

16.5 Failure of a RC boat to display her flag will not be grounds for redress. This changes RR 62.1 (a)

17 Haul-out restriction

From 09:00 of the Sunday July 5thyachts shall not be hauled out except for the purposes of repairing damage; and only after written permission from the International Jury. While hauled for this purpose, cleaning and polishing of the hull below the waterline will not be permitted. Rudders shall not be removed from the water during the series nor the centreboards removed from their cases.

18 Communication

18.1 Radio communication with Race Committee during the regatta will be on VHF channel 72. Race Committee may give verbal confirmation of any race signal over VHF Channel 72. Failure to make a broadcast or to time it accurately will not be grounds for redress. Amends RRS 62.1(a).

18.2 Except when communicating with the race commitee, a boat, while racing, shall not transmit or receive communication of any information not publicly available to all boats participating. Amend RRS 41.

19 Trophies and prizes

  • Awardsto the first three yachts in each Class
  • Prizes to each Class winner of the single races
  • A Corinthian Trophy will be awarded to the best-placed Corinthian team in each Class. Qualifications as defined in NoR paragraph 5.

20 Disclaimer of liability

20.1 Competitors agree to be bound by International Sailing Federation Racing Rules of Sailing (RRS) 2009/20012, by the Sailing Instructions and the Notice of Race.

Competitors agree to take any and all responsibility for the nautical qualities of their boat, the rigging, the crew’s ability and the safety equipment.

Competitors also agree to take any and all responsibility for damages caused tothird persons or their belongings, to themselves or to their belongings, ashore and at sea as a consequence of their participation in the regatta, relieving of any responsibility, the Circolo della Vela di Brindisi, ORC, UVAI andFIV, the Race Committee, the International Jury, all event sponsors and any other party involved in the organization under whatever qualification and to accept full responsibility for the behavior and dress of the boat’s crew, representatives and guests.

In any case Competitors agree that the Circolo della Vela di Brindisi, ORC, UVAI andFIV, the sponsors and their agents have no responsibility for loss of life or injury to members or others, or for the loss, or damage to any vessel or property.

As part of the registration process, each individual participating crewmember will be required to sign a declaration accepting this disclaimer of liability.

20.2 The safety of a boat and her entire management including insurance shall be the sole responsibility of the owner/competitor, who must ensure the boat is fully found, thoroughly seaworthy, manned by a crew sufficient in number and experience and who are physically fit to face bad weather.

The owner/competitor must be satisfied as to the soundness of the hull, spars, rigging and all gear. He/she must ensure that all safety equipment is properly maintained, stowed and in date and that the crew know where it is kept and how it is to be used.

20.3 Neither the establishment of these conditions, nor their use by the Organizing Authorities and the Race Organizers in any way limits the absolute responsibility of the owner/competitor. The crew are nonetheless advised to satisfy themselves as to the experience of the skipper and adequacy of all safety equipment and insurance arrangements.

20.4 The attention of competitors is drawn to ISAF RRS Part 1Fundamental Rule 4: “The responsibility for a boat’s decision to participate in a race or to continue racing is hers alone”.

21 Ecological rule

While moored and at sea it is forbidden to throw trash into the sea, especially if it is not biodegradable such as plastic, PVC, oil, cans. A boat that breaks this instruction may be subject to a report under rule 60.2 (C).

22 Insurance

Each participating boat shall be insured with valid third-party insurance with a minimum cover of(Euro) € 1.000.000 (one million) per event. Regardless, it is the responsibility of the owners to hold adequate insurance cover for Tort Liability and Third Party Insurance (Property and Persons).

As part of the registration process, each participating boat will be required to sign an insurance declaration.

Appendix Alpha

General Instructions

1 Selection of the Course

The course will be signalled to competitors by the Race Committee boat and/or Race Committee Vessel by displaying before or at the Warning Signal the International Code numerical pennant corresponding to the selected course.

2 Starting Area

The starting area will be located in the waters northward to the Port of Brindisi

(See attached map A)

3 Starting Line

3.1The Starting Line will be between a staff displaying an orange flag on the Race Committee Boat at the starboard end of the line and the starting mark at the port end

3.2 The starting mark may be replaced by a Service boat displaying an orange flag.

In this case the starting line will be between the staffs displaying an orange flag on each boat. The Race Committee Boat and/or the Service boat on the starting line may hold their position with the use of engines.

3.3 Both the Race Committee Boat and the Service boat rate as marks. The Committee and/or the Service boat may set a Limit Mark that shall be considered an integral part ofthe boats

4 Section One

Windward – Leeward courses

Course n° 1 (numerical pennant 1)

4.1Description of W-L courses

W-L courses shall be as diagrammed in Appendix 1 attached.

Class A will race 3 laps and Class B will race 2 laps.

4.2 Course to Mark 1

No later than the warning signal, the race committee signal boat will display with black plastic numbers on a wooden board the approximate compass bearing of the first leg and the distance from mark 2 andmark 1.

4.3 Marks

4.3.1Marks1 - 1 offset - 2 (gate)will be round yellow inflatable buoys .with a white central stripe.

4.3.2 New mark as provided in below paragraph 4.4.1 will be cylindrical orange inflatable buoys.

4.3.3 A race committee boat signalling a change of a leg of the course is a mark as provided in below paragraph 4.4.2

4.4Change of the next leg of the course

4.4.1 To change the next leg of the course, the race committee will lay a new mark and remove the original mark as soon as practicable. When in subsequent change a new mark is replaced, it will be replaced by an original mark. In case of a course change the offset Mark shall not be positioned.

4.4.2 Except at a gate, boats shall pass between the race committee boat signalling the change of the next leg and the nearby mark, leaving the mark to port and the race committee boat to starboard. This change RRS 28.1

4.5 Finishing line

The finishing line will be between staff displaying an blue flag on the Race Committee Boat at the port end of the line and the finishing mark at the starboard end.

4.6 Time limit

Time limit for first boat of each Class to finish will be two hours. Boats of same Class failing to finish within 50 minutes after the first boat of its Class sails the course and finishes will be scored Did Not Finish. Amends RRS 35 and A4.

5 Section Two

Offshore Courses

5.1Offshore Course will score as two races (one score from the start to the first control point and the other from the start to the finish).

    • Description of offshore courses

The course to be sailed will be displayed on awhite board onboard the Race Committee starting boat, until the Warning Signalas follows:

Course2 (Numerical pennant 2)

The course will be as diagrammed in Appendix 2 attached:

StartWindward Mark (if so signalled) – M1 (left to starboard) - M2 (Gate) which will be the First finishing line – and than back to M1 (left to starboard) which will be the Second finishing line.

The Offshore race will be scored as two races.

The first one will be:

from the start, in the racing area of Brindisi, to M1 and south to the

First finishing line - M2 (Gate) in Tricase Porto

and the second one:

from the start, in the racing area of Brindisi, to M1 and south to the M2 (Gate)

in Tricase Porto and from there to the finishing line inM1 (to starboard) in Brindisi.

Approx. length of the course to be raced: 110 n..m.

Course 3 (Numerical pennant 3)

The course will be as diagrammed in Appendix 3 attached :

StartWindward Mark (if so signalled) – M1 (left to starboard) M2 (Gate) which will be the First finishing line – -and than back to M1 (left to starboard) which will be the Second finishing line.

The Offshore race will be scored as two races.

The first one will be:

from the start, in the racing area of Brindisi to M1 andsouth to the

First finishing line - M2 (Gate) in Otranto

and the second one:

from the start, in the racing area of Brindisi, to M1 andsouth to the M2 (Gate)

in Otranto and from there to the finishing line inM1 (to starboard) in Brindisi.

Approx. length of the course to be raced: 82 n.m.

5.3 Mark to windward after the Start

The Race Committee may position a yellow round buoy with a white stripe at approx. 1,5 n. m. windward of the starting line.

In this case, the Race Committee boat will hoist one of the following signals together with the flag indicating the course:

- Red flag with numbers on a board meaning: the windward mark in the direction

indicated shall be left to port;

- Green flag with numbers on a board meaning: the windward mark in the direction

indicated shall be left to starboard.

5.4 Time limit

5.4.1 There will be no time limit for the first part of the offshore race.

5.4.2 Time limit for first boat in each Class to finish the second part of the offshore race will be 37 hours for course n. 2 and 27.5 hours for course n.3.If a boat in one Class finishes within the time limit, then the time limit for that course and for that Class only is extended by 6 hours in case of course number 2 and 5 hours in case of course number 3. Boats failing to finish within the time limit will be scored Did Not Finish. Amends RRS 35 and A4.

5.5 Finishing at night

When a boat finishes at night or with little visibility she must light her sail number using a powerful light or lighting her spreader light and do as much as possible to identify herself to the Race Committee

5.6 Reporting positions

All boats are required to report to the Race Committee their secret code name when crossing the gate and the finishing line. All boats are also required to call Race Committee on Channel 72 at least 10 minutes before crossing the gate and the finishing line.

Windward/Leeward course

  • Al course marks shall be left to port. At the gate S.I. 23.3 applies
  • Distance between starting line and gate:0.2 Nm approx.
  • Distance between mark 1 and mark 1-offset: 0.1 Nm approx.
  • Angle between upwind leg and bearing from mark 1 to mark 1 offset: 100° approx.
  • Distance between gate marks: 5 boat lengths (90 mt. approx.)
  • Distance from mark 2 and mark 1 will be displayed on the Race Committee no later than the warning signal
